There are some sites that offer you the chance to actualy buy referals. You pay, the site find people to join trough your referal link and you get referals, simple as that - but I don't know if it's legal... :D

As far as I'm concerned, I think you can have a web site of your own which you can put your refer link on the site . But you should update your site as often as possible which can attract many people.I think this way can help you a lot. Hope you get a lot of referrals.

hey shona.. i guess the best tip i could think of is letting your family members join you on this.. since the income will be going to you.. you need not convince other people.. why not just your family and relatives..
