How to open a PTC and BLOG sites

Guys I have a 20 dollar budget and I want to open my own PTC sites.. Any Idea how to start? My main problem is how to get advertiser. 2nd is how to have 30,000 members or more in just one month. Also if any body here also want to open a site do you want to join me? lets makes and build our own ptc sites together.. I also want to earn money by blogging and when I research the net I accidentally find this site...lolz..mylot.. Anybody here who know how to start and earn from blogging? thank in advance
