my dog will not eat

I have a chihuahuas well to one is a mail named ziggy he has bad teeth so we give him can dog food but he only eats once a day at 12:00 am and he shackes when the other dog Alie is around she is the fat one ziggy is real skinny due to this my quetion is how do I get him to eat more
