Principle Law???

I have this principle, brothers, "if any of our citizens who make mistake, and crime violating the law, because they do not know if it was banned, if it cannot by law and regulations,then we really to blame". What even worse, do not get trapped, late allone, would later catch later, when we can remind.
How do you think true?
