Why is India giving aid to Afganistan?

India has spent at least $1 billion as its aid to afganistan.I wonder why cant our govt use that money to uplift the poor people in india as well as improve the country's infrastructure,instead of giving aid to afganistan!Isnt india a poor country!About 42% of india's population lives in extreme poverty.

It is very good that INDIA is in a position to help other countries , it may improve INDO-AFGAN relationships. But it is better to keep away with the muslim countires .INDIA instead spend that money for improving the industries in india
