volume of the voice of the sender is one of the barriers of communication.
when the voice is to soft the receiver will most likely not understand the the senders message, the receiver tends to misunderstand it. for example the sender said the word "late" the receiver may misunderstood it and he understand it as "ate".

i agree, when the sender speaks at a very soft voice, it will lead misunderstanding or much worst not hearing. when this happens, the process of communications fails.
