how can you promote a legitimate opportunity online for free?

i've seen several different sites that allow you to put ads, but most are expensive and i don't really have to budget to use them at this point...they all say it takes money to make money, but in this day and age, i'm pretty sure there's another way to be able to promote a legitimate business on the internet. appreciate all your suggestions!
