Apparently there's something wrong with you fan. The temperature of CPU will rise high when your computer is busy for computing such as watching vedio and so on. And then the fan will be working hard to cool your CPU. But in the normal situation there will not be a loud sound of your fan. So you could check it, there's something wrong with it.

Whenever your PC or laptop process images of high quality or websites with rich content, for example youtube, etc etc, or even when you put your computer to process lots of content. The fan goes on to cooling it down since the processor is assimilating all the information. Its like when we workout, we get hot and then break in sweat to cool off. Its perfectly normal. You might also want to open up your PC and clean it of dusty particles. That might fix the problem. Another thing could be that you overclocked your processor and it just cant take so much multitasking... Let say you are running like 5 programs at the same time, you might overload your PC, so take it down. Also it could be that your PC is very olf and dirty. If you give us more details we could help you better you know... Like whats your OS, your PC´s specifications etc etc...

There are some possibilities that your fan making uncommon sound as it should be. First, do you clean your PC regularly? The dust might affect fan perfomance. Second, check your fan, is it still placed correctly or the screw and the docking start to loose. Third, as previous comment said, maybe your PC are working more heavily, means more heats and more electricity needed, thus your fan also spin faster as it should be. Please correct me if I am wrong about this. Regards.

The age of the computer has a lot to do with what the fan will and won't do. If you have had the pc for a while, the processor could be old and over heating faster as well. If cleaning it out doesn't work as suggested (which again if you've had the pc for quite some time) Needs to be done... the processor may be old and to save yourself the hassle of the cost of replacing it or the computer (if its a laptop) try limiting your use. Cut down on the amount of websites you view, and when it starts to run for long periods of time consider shutting it down. The volume of the fan suggests that it can't spinn properly so has to work harder to cool your system. A good working PC, the fan should run a bit quietly and hardly be noticed. Older systems often the sound is a little louder.

because your PC work harder when processing moving image or video. the harder it works will raise the temperature inside your PC so the fan will work harder to maintain your PC's part temperature.

I would imagine that it does that because the computer is working harder on certain things than it does on others, and when the computer works harder it generates more heat. When the computer generates more heat the fan has to work harder, and the harder the computer fan works, the louder it is.

Basically your fan is there to cool your pc down, so the more work your laptop or pc is doing the more heat will be generated so your fan will change speed when needed. Thats basically whats happenning.
