bux.to a scam??

I recently joined this website and it seems great but the problem is that my friend was actually already registered and he told me that he hadnt gotten his money for over a month!!! so any of you guys know how this works or why hes not getting paid, he showed me his balance and it was like 400$ but nothing.... anyone know why this happening?

Bux.to paid me twice,but they paid me in the initial stage when the site was opened.Then they canceled my third request of 48 dollars and the withdrawal amount was now raised to 50 dollars.On last may,i again requested 120 dollars and they put the request on queue.Now i am waiting to get the payment.I am not sure that they will pay or not.I think they are paying some upgraded members.
