Hi deespartan, you are from India. So you can withdraw money from your paypal account to your Indian bank account like savings bank account in rupees. Paypal will convert the Dollar to rupee and wire transfer the cash to your account. Even if your paypal account is 'Unverified' you get the money. But in the case of 'unverified' account the maximum amount that can be withdraw is upto $500 only and once in a month. I have withdrawn before. Please see the link below for more details.

You can transfer money to your bank account with your unverified paypal account but there will be a limit every month. So to cross the limit you need a verified paypal account. You can also get your money by cheques on your home address. And if you don't have a credit card then you can verify your account with a debit card also.
