does anyone here work for a jobcentre or department of working pensions in uk?

is the reference southwest 311 to do with the jobcentre? i live in bath and this reference showed up on my bank statement.

I dont work for the jobcenter but we have had that on our statements before and I do believe it is a jobseekers reference. Correct me if Im wrong but I think it may be emergency payment?
