How can achieved a good quality?

As Dr. Deming said you must increase your cost to have a better quality. But how can we improve our product without increasing cost??

We cannot achieve a better quality if we cannot increase cost. As what they have said, an increase in cost will result to a better quality, thus we increase our sales. As what Dr. Deming said, if we focus primarily on quality, quality tends to increase and costs fall over time. On the other hand, if we focus primarily on costs, costs tend to rise and quality declines over time.
