I found in some big team like man.u, liverpool, chelsea, arsenal and others they doesn't need local players, even arsenal just have english player less than 5 and even almost of their match they playing in EPL without local player ever. I think EPL can be called international league, isn't it? EPL is the great league.

Well, I think it's because English Premier League is really great, and it attracts many good players from all around the world. Also, the England teams are very rich, and they are afford to pay high to the good players.
I have heard that the English football associate wanted to enforce each England team at least has a number of England players, but I am not sure how it's going now. But I do not agree with this limitation.

Maybe. That reflects that EPL is the highest level in the soccer field to attract more good player, at least now, EPL is the richest. Look at Bundesliga, lots of them are Eastern Europeans and Russians; LFP and Eredivisie, some Africans; LFP, many South Americans. The only question is if you can fit this league's style and tactics. Millions examples will demonstrate it:
Shevchenko: a horrific Ukrainian nuke in the Serie A but became a shrimp in the Chelsea; Reyes, "faster than a bike" as Zidane says, is hard working in the EPL after teach a lesson by Neville's. Kezman to Chelsea, Alves to Buro, Josemi to KOP, Huntlaar to AC…………
So, just the two sides of a coin, It depends on the player himself

i won't exactly call it an international league. although teams have fewer english player playing on the field, but tt does not mean that EPL is a international league. there are still english players on the benches. IMO english players are overrated and often cost too much money that exceed their ability and tt's y clubs like arsenal are unwilling to buy them. moreover, there are many different nationality players playing abroad in other leagues too. i think it's more like every league is becoming an international league.
