I have a Maine Koon cat that opens doors, fetches, warns me before the phone rings and loves to watch television.
I think that most cats are intelligent from the amount of input and stimulation when they are young. Yes there are some plain stupid cats, but they aren't the norm. It might amount to the amount of survival instinct that is left in the breed or mix. Of course any entity shows their intelligence in different ways, and like humans it isn't always best to judge by breed or color. I look at cats as intelligent in their own right and love them for what they show me in their intelligence. I have the Maine Koon cat and 3 Siamese. I also have four feral cats that are highly intelligent. One of them sought me out when his face was so infected that he couldn't hunt or eat normal cat food. I spent three weeks pureeing his food so he could just lap up the nourishment. I took care of him even after the abscess burst on his face leaving an ugly wound on his face that extended from his ear to the corner of his mouth. The wound went to the skull! Now, he is totally dedicated to me as I can tell he feels that I saved his life. He is no particular breed, just a simple black cat...but he sure showed intelligence when he came to my home and sought the help he needed to survive. He lives in my garage full time and has an exit to go out to go to the bathroom and hunt if he feels so inclined.

Personally I just like the standard alley cat. I think there should be a slot for them in cat shows. The Standard Alley Cat No 5 Division.
I have three alley cats living in my house right now. Two red ones with stripes and one gray one with stripes.
The gray one is the smartest. She knows exactly how to get me to do what she wants me to do. She can open doors. She is my alarm clock and wakes me up at exactly 5:17 everyday. She does not understand the weekend thing and gets a little bit
persistant when I do not roll right out of bed and start my day.
She is a very small cat. But, she rules the house with a iron fist and does not take any crap from the other two much larger cats. It is funny to watch, they know not to mess with her.
She has become my constant companion and will sit on a chair beside my desk and watch me work on the computer for hours. If she feels that I have ignored her to long she will hop right up on the desk and stand in front of the keyboard. Enough work time for some quality petting.
I am pretty happy with my regular old alley cats. Do not really want cats that are any smarter than the ones I have. As it is, the little cat thinks she is a pretty good editor and sometimes insist on helping me type.
Thats when I know it is time to take a break.

I have no idea which breed is the smartest, I have only experience of European Short hair and maybe some other breeds in Europe, you know those cats that are given away for free or almost free.
My latest was one of the cats that can stand cold weather - typical for the ones in the Northern Scandinavia. I think he understood at least some things I said to him.
I could ask him if we should go and see my friends, and he went to the door and waited for me to go out.
If he wanted to go out in the morning while I was still sleeping, he would make very low sounds as if he wanted to wake me up gently.
One cat I had was very social. He might have been some mixed race - but he "talked" a lot..
