Two bouncers per over......?

In modern cricket batsmen started to dominate bowlers in any format of game. I think, the rules for bowling restricts most of the bowlers to give their best figures. It will be better to introduce two bouncers per over, so that bowlers could able to bowl some good short balls to get wickets. What do u think about this idea.... Also please suggest any ideas...
