I want to know that are there any website that I can publish articles and I can earn royalties whenever people read it

I'd say try out Associated Content. You are paid for your page views and upfront if you are from US. But if you are outside US, you can opt for the page views bonus.

Yes there are. The sites that pays international members for page views are Bukisa and Triond. My favorite is Triond, because it's very easy to get published there. There are no minimum word count, you can even post poems. They accept any content such as articles, photos, audios and videos. The minimum payout is very low, which is very easy to reach. You will be paid once you reach 50 cents in your earnings. You can check for yourself at triond.com. And yes, I have been paid.

Helium, Bukisa, Associated Content and Squidoo are four which I know off the top of my head which offer payment based on views. 'Royalties' is really technically the wrong term - it really applies only when someone pays you to use your material. All of the above sites are quite clear that the material may only be read on that site and cannot be copied without permission of the author (each site has specific terms and conditions which vary). Bukisa, for example, allows you to publish previously published articles (provided that they are original) while Helium insists that material should first be published there.
