Is it possible to develop a new language. I know that its not a work of a day. I know that development of languages is a long process. It can't be made by a single person. Anyway, if it is not possible than how languages developed long years back when there was no such development took place.

yeah it is not possible to develop a language in a day or in a certain period , if a person will say that i want to learn a new language and i will take it's class for a month and then i will be fluent in it then he is wrong as it take many years to learn a language , i remembered when i started taking classes of French it was so difficult to understand and learn it and took me years to learn it and still i am not perfect in it as i don't use it in my day to day life , it's hard to learn but not impossible.

Without regular practice no one perfected in anything. Learning something or developing something of its own have some similarities and that is the need of interests, dedication and lots of hard work. Any new Language is always difficult to learn because it needs and environment where we can practice without any hurdles. But with hard work we can achieve such successes. So think if learning is so difficult how can we create a new language with limited time period. Have a great day.

Actually, you'd be surprised at some of the created languages out there. Esperanto, for example, was created by L. L. Zamenhof, and is now the most widely-used constructed language. Klingon is another example, the language being fleshed out by Marc Okrand, based off gibberish suggested by James Doohan (Scotty). And to put a final nail in the coffin that is this response, J. R. R. Tolkien created SEVERAL languages, including the Quenya and Sindarin elvish languages.
