Is files-cashout a scam ?

Hello myloters! While doing sign up offers,at paidtoclick,i found a site named files-cashout.In it you upload files,share them with your friends and for any download of this file you recieve from 30 to 70 cents.So what i`m asking for is this site scam?Or is it legit ?Are you being paid from it,and if you are a member of it,share your opinion of that site :) Happy day - joro1best
