Are people this clueless about driving in the rain where you are?

Okay, I'm going to apologize in advance for my little rant i'm about to do!
Last night it was steady rain for hours here where i live. I left my boyfriend's place about 10:30 at night, he lives about 10-15 min drive from me, so on my way home, i got my wipers going (of course lol) and there are 2 cars on the right of me (there are 2 lanes) of course where are groves in the road, so when it's raining them groves get filled with water, so naturally you would drive an inch to the left or right so your not in groves. For one reason you don't get the annoying sound of water splashing under your car, and another, your not spending that water your driving in on top of the car next to you!! So for the person driving on my right apparently didn't have this common sense, and drove directly in the grove of the road, constantly sending every bit of water on my windshield, causing me not being able to see a damn thing.
This did not happen only once, it was constant! Every time i got the water of my windshield, more came at me, causing me to break every time so i don't hit something or someone. And because of so much water coming at me, i couldn't risk speeding up to pass him, and couldn't slow down for someone was right behind me. Eventually i took the risk and went a little faster and got out of his line of water.
So are there people like this where you live? That are just so careless of other around them when driving in the rain??

I see how you stated that you could not slow down due to someone was behind you. Well, the only thing I have to say on that is that they should not be following you that close in the rain. I would have just taken my foot off the gas to let your car slow down just a little to let that car get ahead of you. Here where I am from we are use to the rain, rain, and more rain. But we do have drivers like that also.
