Pre-paid debit credit cards

I am searching for a pre-paid debit credit cards. I think pre-paid cards are more secure and has less worries. There is no overdraft to worry about. You spend what you pay, so it is more safer using it online for buying items or paying bills. The problems are the fees. There are quiet a few fees such as activation fees and loading fees (adding money to the card). I don't want to have loading fees or the less fees the better. Does anyone know any pre-paid cards? What is the best pre-paid card? AND is there a pre-paid card that include PayPal? Is there a card that allows me to transfer money from card to PayPal and back? Thanks.
