Yes paypal is not a scam site. If it is, our local bank (Unionbank) wouldn't be adding features and services in connection to paypal.

means if v have 12$ then if v keep 10$ payout then which amount gonna enter our account

If you want to withdraw money from paypal to your bank, just log in to your paypal account, go to "withdraw" and choose "withdraw funds to your bank account". Type the details, continue, and so on and so forth.
