verify alertpay, referral system

I have two questions. 1) Can we verify alertpay using the address proof of our parents as I live with parents? The address proof of phone bill, electricity bill shows your family address with parents name on them. 2) Do we get referral commission immediately after referring someone for alertpay. The site stats show that $5 is commission. The stat show the referred one must have transation of $250 to get referral commission. Is it really the rule? Will it affect our account if some referred one use alertpay for illegal things? Thank you.

yes you can post the address of your parents yes it is they pay and no it don't affect the other user

The AlertPay FAQ (Knowledgebase) says: [b]Q: The bills at home are not under my name. What can I submit as proof of address? Solution: You may submit a recent monthly proof of address in a family member’s name if they bear the same surname and address as what appears in your AlertPay account.
