New York City makes How to do Heroin Book

Yes, you read that right. The city actually made a How to do Heroin Guide Book!! I was astounshised when I read this article. They states health department printed off about 70,000 copies of this handbook. They say this is to promote health and save lives. They tell of the warnings of HIV, testing and dangers of using shared needles. Though, they tell of a more "safe" way to inject needles! Here we are telling our kids NOT to do drugs and stay away from people that are associated with drugs. Now a city makes a handbook, what is this town coming to? Why would one want to "OK" doing these drugs when we are fighting to stop the drugs and drug trafficking?
