Who are the people in your neighborhood?

I ask this question based on my co-worker's account just recently. His family is renting an apartment. A new family just moved-in in the adjacent apartment to where they have rented. The problem stated when several days ago, police had barged into the neighbors apartment and arrested the husband. It turns-out that the husband is wanted for murder and went hiding. There are also several apartments for rent in our neighborhood. And having heard this story, I ask the president of our homeowners to take necessary actions and implement a guideline that would ensure that only those who have good moral characters and have been check the persons background be allowed to rent on the apartments nearby. It seems a good idea, and I'm hoping that it works. How about you, how well do you know the people living in your community?
