what? You need credit card to verify your account? Who said that? I never submit a credit card on paypal website, except they ask me to sign up one. That is ridiculous. You should ask the website administrator, why they would request a credit card from paypal website.

You are from the US right? the discussion is about verifying a paypal account, in your country its an option to add a cc but it will not verify your paypal account instead it will only confirmed your address and the sending limit will be lifted (but not unlimited) unless you added a bank account (checking or savings) that is the time that your whole paypal account will be verified and the sending limit will become unlimited. Activating the account is so easy, you may just signed up using an email address, you are correct, but that is activating not verifying the account, right? If you want to receive money, of course your email address link to your pp account should be confirmed, if you want to withdraw the money once you received it, you may add a bank account or request a check (your address should be verified if you will request a check, meaning you need to add a cc/dc), if you want to use that money to purchase or just simply sending it to your love ones, you need to have a sending limit, in that case, you need to add either a cc/dc (limited sending limit) or bank account (unlimited sending limit), if you want to confirm it you may call paypal, hope you don't mind, have a nice day

I dont see any critical information that i've submitted.in your case, if you dont link any card on you paypal account, then how you could withdraw your earnings?

UMMM, you don't need any card to verify your account with paypal. None of them. I just don't understand why you need to submit some critical information online to get your paypal account activated. All I did just sign up with my email address, and verify it without submit any financial information. That just wrong.

if you have a bank account you can verify your paypal account that way. all they need is the routing number and your account number. once they get that, they will deposit two amounts less the a dollar into the account. you get a statement and take the two amounts and put it into the are that they ask about it and your all done.
