Would you save money not turn on the heater?

I just couldn't stand the cold myself. So I must have the heater on all the time. Plus, I have to turn on another portal heater while I was on my room alone. I felt freezing all the time.
A couple days ago, I went to my friend's house. And it was super freezing, because he didn't turn on the heater. I asked him why, he said that he want to save some money, so he rather wear an extra jacket, than turn on the heater.
Wow, I don't know how he does it, but I understand his intention.

I understand where he's coming from, i tried it, but i can only stand so much cold. Luckily, on my apartment it isn't so bad, i'm on the 4th floor, so heat from the lower apartments come up to mine, but certain days it's just so cold here, that wearing sweater and covered up in a warm blanket can't even warm me up, so i would have to turn on the heat. But it only gets turned on when it HAS to be.
