Cigarette is illegal on USA ?

i wonder how ebay and paypal banned my store and account because of selling some tobacco and cigarette in ebay using paypal. it's very confusing, i thought that cigarette is not illegal. since i have many buyer in USA, this banned thing make me crazy. why USA restrict tobacco and cigarette import? i live in indonesia, cigarette is not illegal here... ahh
