Website Develpment - need cheap help...anyone know anyone?

Hi - I am trying to launch my own website that will be an online store. I have the tools to develop it but I am struggling to try and figure it out. Is there anyone who knows a company that is cheap or will let me set up an installment plan? I'd even be willing to give the individual a partial stake in the business for the right help! I would really appreciate any advice or help my fellow mylotters might be able to give me!
