An IP address is the set of four numbers (each between 0 and 255) which every machine which connects to the Internet is identified by. When you type in a URL in your address bar, your Internet connection has to go and look up the number which identifies that connection (it's a little like the relationship between your street address and your ZIP code or Post Code).
Your IP address is the unique set of numbers which identifies your PC. If your Internet Service Provider gives you a static IP address, then that is the number that ALWAYS identifies you and only you; if you have a dynamic IP address, then you may have a different IP address every time you log in and connect to the Internet.
There is little reason why any site should ask you for your IP address because they already know it (or have the ability to). If they ask you for it, then it can only be to check that you are not logging in through a proxy site (which can 'cloak' your IP or pretend that you are logging in from a different IP).
