If we use traffic exchange to raise our blog PR, isn't it violate google terms and agreement ?

However, in reality, traffic cannot raise your blog PR. The best way to have PR is to have good amount of backlinks to your site.

Yes I remember about back link, that is can raise our PR. But its not easy to ask somebody to link their blog to mine. Or maybe there is any free link exchange program ?Could you tell me ?

You don't need to ask anyone you can get backlinks by posting comments with your link or signature on other blogs. That's the teory but i haven't really done it yet.

Ya that is the theory but doesn't work for me. Maybe, they seems more like the back link rather have to link ?
