why do men put the toilet seat up and women down?

Men urinate while standing, they splash urine outside of the toilet bowl and as a human being, ofcourse they are considerate with the women who will sit on the toilet.Women have no choice. But of course if men does #2, he keeps the toilet down.

Men lift the toilet seat because they might accidentaly pee on it, and i gues you know why women put it down.

My question is why do men NOT put the toilet seat DOWN so that a woman doesn't fall in the toilet when she expects the seat to be down?

usually women have a great house keeping sense. so that they do everything in a good manner. may be its a reason. am i correct
