what is meant by oracle programming?

i just want to know about this .i am not so familiar in this.i need help from you mylotter guys.and i need a clear suggestion about that, i have a little bit confused by that programming.

Oracle is a Relational Database Management System. Oracle programming involves writing computer routines to control the RDBMS itself and to provide input and output management interfaces to the database.
