How to propose a girl

can i propose him by calling from mobile phone because i am fear that she did not slap me and another thing is that i cannot say him if she is infront of me. please give me some tip i want him.

Well, you could try and overcome your fear by saying "Hi" when you see her. You could use your phone to contact her(if you know the number), but she might find it a bit strange. My advice to you is to walk up to her and ask to be friends. She is a girl, not some terrible thing you need to fear. Just relax and ask her.

but i cannot because whenever i see him infront of me or coming near to me than my heartbeats speed is increasing and i cannot tell him so please give me suggestion.
