Car-shipment,Ship - cargo???

Why is it that when you transport something by car, it's called ship-ment but when you transport something by ship it's called cargo?

i think any delivery done by ship or plane, or car/truck - will be called 'shipment' (shipment of goods).. we say 'cargo' when we refer to shipment/goods that occupy a whole container - and that may be in a ship or plane. but then again, that's how we do it in my organization - not sure if the terms are correctly used, as defined in the dictionary..
