Not sure if I'm posting this in the right location but I'll give it a try here. I'm currently trying to get into politics; not really get involved in them so much as gain a better understanding. So My question is can anyone explain the "pay as you go rule"? I have looked it up on the internet and I'm still totally confused as to what it is. I heard the phrase for the first time last night in the presidents State of the Union Address. He stated that he wanted to bring it back. Any explanation would be helpful at this point. Thanks
