It really depends on what country you are from and what are your needs.
Here in my country everybody I know recommends getting a payoneer account. You can use payoneer to verify a paypal account. So essentially you're hitting two birds with one stone because paypal needs a valid master card to lift its limits if you're account is unverified.
However, if you're the type of person who uses all of internet earnings in internet transactions then paypal's rates and added security might be the right deal for you.
I suggest getting payoneer if you're going to use it to withdraw funds through ATM or going to use it to purchase at stores that accept master card. This could be a very sweet deal by the way if you're looking for the cheapest exchange rate.

sorry for this bit of misinformation:
paypal needs a valid mastercard
I meant a valid credit card.

hello there! i think both of those sites have good and bad things. i think paypal is for small payment and with payoneer you can have more than paypal. am i right? i have just been introduced to the world of payoneer, so i do not know much about it. paypal i have used for few years now. please share your opinion on this!

I have never used payoneer, this is actually the first time I heard of it. I do use paypal though and I have good experiences with it. I guess it does depend on where you live and what you want to use the account for. So far I can do the things I want and need with paypal and will therefore stick to it.
