Is the NFL too harsh?

Chad Ochocinco was fined 30,000 dollars for wearing a sombrero on the sideline, he was fined another 5,000 dollars for wearing an orange chinstrap instead of a white one. Before he changed his last name to Ochocinco he was fined 5,000 dollars for wearing a Jersey that said Ochocinco on the back. Clinton Portis was fined 20,000 dollars for wearing striped socks and black cleats during a game. Chris Johnson was fined 10,000 dollars for playing bongo drums on the sideline. Ryan Clark was fined 5,000 dollars for wearing eye black with the number 21 to honor his teammate who was murdered. Sheldon Brown was fined 10,000 dollars for wearing a Jason mask while the announcer was introducing the players before the game even started. does the NFL truly the No-Fun-League most people make it out to be, or are they just trying to make a point that they have a zero tolerance on athletes in their organization that break their rules?
