This actually happens to me a lot. Me being the one with the loud music. Honestly, because I'm enjoying the music so much I forget how it would sound to others specially if they don't have the same taste for music. My roommate turns the volume down herself and I'd get irked at first because she did not tell me it was disturbing her and it was a bit over the top to touch my stuff without telling me first.
Anyway my point is, maybe if you politely tell someone that their music is too loud they would also politely do as you ask.

i won't ask him/her to turn down the volume. i will put on my headphone to listen to my own music. or i will make a deal with her. she could turn music for an hour, and then next hour would be my turn to turn my own music. i think it is quite fair for me and my friend. thanx!

It's not that big of a deal, is it? Any way, you can do one of two things. Three, actually. You can ask them to turn their music down. You can get headphones and listen to your own music. You can leave the room.
Actually, this is another fun idea, if you want to make someone mad, start blaring something of your own. I love doing that.

I will ask to my friend to turn down the music and if he did it, I will stay and say thanks to him. But if he did not, i will try to enjoy the music though i hate that because i wanna be a good friend for him.
