should rich countries pay more for eviromental damage

hi gaoball... yes... because only them have an afford to nurse environment when it need a higher cost to recover. However. every countries must have alert on the issues of environment to pretending our earth to get fatal harmfull. There is not a matter where is rich or poor. Every one have a responsibility to nurse our environment since we are living in the same world..that all.. Give it alive... (=_+)

Yes, because on the way to become rich countries, they do much harm to the environment so they are responsible for the environmental damages.
