PayPal fee problem!

I'm starting this discussion here, having read a couple of forums where people seem to be complaining the new system of payment PayPal have come up with. It seems everytime someone makes a payment in the form of even gift/service, PayPal changes to 'PAYMENT' before sending and hence the receiver is charged some amount as fee. It probably started last week and is leading to confusion. I personally haven't faced any problem yet but my uplines in 2 PTC's have asked me to choose another payment processor from the ones available as fee from paypal payments will eat away the refback payments I get.
Anyone facing a similar problem?

I think it depends what type of paypal account you have. I have a business account (I think) so i get charged weird fees if the amount I receive is above a certain amount. I also get charged a fee if I make a withdrawal that is less than a certain amount. I don't quite recall how it works.

Yes, i faced the problem.
They will be charges when we transfer amount from paypal to paypal when we choose an option as gift.
This occur only in one situation only, when "verified paypal account" holder sends amount to "unverified paypal account holder" choosing gift as option.

no i dont heard about such problem, my brother withdrawed his amount last week, he did not anything like that.

I haven't noticed any such problems. would paypal not be obligated to tell account holders if such a change occured?

A while ago I transferred an amount paypal to paypal and never experienced such problem. How much I transferred is the same amount the other account received it.
I also received payment from other paypal user and I got the whole amount(no charges or fees)
