Editing Photos

I have always needed a favorite photo editing program. I recently upgraded my computer and lost my old software and don't even remember what it was.
Would you please send me some responses on a good image editing software program to get? Price is not an issue so I want the best that is fairly easy to use. A lot of times we have to resize pictures to use them as avatars on websites so that is a big issue with me. I need a program that is good at resizing without needing a degree on using it.
I also like to remove red eye and touch up pictures and I love to have a lot of options to create with. Please help me with some advice on what to get.I will even get a couple different ones and try them both out.

I use picasa 5.It can be downloaded free from internet.I find it very user friendly.Picture scan be re-sized, red eye removed and give touch up to the pictures easily.It displays all your indexed photos in a handy folder structure.You can create posters, collages, screen savers and even movies. Then there are features like facial recognition and geotagging.And all this without too much of tech abilities or photo editing skills.
All this for free!!

Thank all of you for your excellent responses. I have already downloaded Picasa and played with it a little.
I need something else thought that is mainly for resizing pictures. I had an excellent program before and I lost it and don't remember the name of it.
This Picasa is great for touching up your photos etc. but I need one more that is a leader in resizing.
I still thank you very much for this because it was free and I am sure that I will use it a lot.

Try Online Editor, no need to download just the site itself.

Windows XP has a built in photo editor. You can also download picasa which is free
and its system requirements are:
Windows XP/Vista or Linux
256 MB RAM
100 MB available hard disk space
