It is very OK to carry mobile phones in schools here in my country and it is even encourage for you to keep in touch with family members if you attend an out of state college.
It is also important to use a mobile phone in college in my days because sometimes classes get a last minute time change and you have to be updated in order for you not to be found lacking or unavailable for such classes.

I think it should be ok for you to carry phones in school or college as long as you have the phone turned on vibrate and are not rude in class by making or answering calls. If you get a call and it is very important to accept it you should step to the hallway and answer your phone and if it can wait to after class then it should wait.

I think there's nothing wrong with students, especially children, to carry mobile phones in their schools. With the signs of the times, I agree that it is of big help for students in calling their parents when needed, and for the parents to easily check on their children. However, its use during class hours must be regulated and it should be kept safely in the bag.
