Growing A Goatee

I have been trying to grow a goatee for a long time. But every time it starts to show on my chin, I shave it immediately. My facial hair grows in patches so it's not evenly distributed on my chin. I just end up looking stupid rather than cool. I don't know why parts of my chin won't grow any hair. Any tips on this?
