I used to be able to go to email in my outlook express and open multiple sites. It was very handy.
Over the past week or so, this has stopped. Now all I can do is open one site at a time. If I try to open a second site, it just goes on top of the first.
I use IE7.
I know there must be some glitch or error, but I dont know where to go to fix it.
Can someone help me?

First you should try upgrading to IE8. Or use another browser such as firefox, flock, opera, as your default browser. A way to force users to upgrade is to make them unable to use the browser the way you want to.
However, if you don't want to try the above options you can go to Internet settings and see if you've got it marked to open new websites in different tabs. Otherwise it'll just replace the old page with the one you're trying to load.

I dont want to use IE8 as it has too many glitches that intefere with my proframs.
I may well go back to firefox if I cant get this fixed.
Im just going to internet settings to find the tab you mentioned. I think that could be it.
