Is Neobux's paypal account limited ?

i heard about this news few days back are payments from neobux withheld ? even up bux is limited by paypal they are asking members to msg paypal to open the account Is it true for neobux and how soon is this going to be resolved any idea ?

I received a payment from Neo about 10 days ago. It arrived almost immediately after I requested it. I have not heard anything about Neobux having any issues with Paypal, at least until now.
