Virtual Credit or Debit Card

Hi, I'm finding ways to transfer my balance from Paypal to Alertpay or Liberty Reserve and because I don't have a Credit Card, I found out that there are Virtual Credit Cards or debit Cards out there... Any fellow mylotters there that offers any of the said service that accepts payment from Paypal? I found sites that offer such services but they take payments only from Alertpay and Liberty Reserve..
Or if there is any ways to transfer funds then kindly guide me.
I'm from the Philippines by the way...

If you're from the Philippines you can get an account from UnionBank. You can get their eon card. All they ask for is 1 1x1 picture and 2 valid IDs and PHP 350 to start your account. Then you can use it to validate your paypal and they have online banking so you can transfer your paypal or alert pay.
Also if you're a member of gaf, odesk and other Payoneer partners, you can apply for that. Payoneer does not allow direct applications, you have to be recommended by one of their partners (GAF, odesk and the likes.)It also requires a minimum balance before you apply, it depends on the partner. After your application has been approved they deliver the debit card directly to your house by snail mail.
My application just got approved the other day. I'm quite excited. now I don't have to suffer long lines in our banks. I have to wait 2 weeks minimum though, a lot of other Filipinos say it takes more than a month for the debit card to be delivered.

HEllo kabayan! I'm from davao and abitcurious is right about choosing UB for verifying and transferring funds from your PP. I heard you can use smartmoney too but you cannot withdraw your money from it. Just to verify. I don't recommend virtual cards. It would cost you much for that. I got my debit card 1 week after only. It was not delivered though. I claimed it personally to the bank where I applied for. It's really convenient for us to withdraw funds from PP their and I'm glad UB has offered this kind of facility in our country.

Also try other banks and ask for remittance cards. They are much cheaper to maintain (0-500 maintaining balance.) Just ask around so you can compare their rates, especially if your money is in Dollars. They charge more or less $3 to process withdrawals.

why not try ebay. they do accept payment through paypal.
