If a person is on H4 (DEPENDENT VISA)in USA,and if he/she works from home on internet for a company whose mode of payment through cheque not through pay pal.Can he/she recieve cheque??Is it legal??

It is illegal. A H4 status person cannot work on any reason. He/She can do voluntary work which does not give any monetary benifit.
Make sure that you dont submit any tax returns or the person paying you doesnot withhold any taxes.
Also, do not give your DL number, SSN or your state id number anywhere.
I would suggest you get your cheque's on your husbands name.

IS there any harm if I take cheques on my husband name.will it effect in his job??what will the consequences??

It will not affect. As a H1 employee, your husband can get some additional income and if he shows that in his tax returns, it will not harm anything.
However, he should not work part time or full time for another employer. He should get another H1 processed for that.
If he shows this as an additional income it is not an issue. Showing this as a part time job or a full time job will be an issue...
