Hey, I drank 2 cups of milk every single day (sometimes in the form of cocoa milk, Nesquik for example) until the age of 14 and still drink some every day. I'm 17 and I'm 192 cm / 6'4"
Plus, eating at least 4 times a day helped me (though I eat a lot, I'm underweight).
Hope your bro gets tall like me ;)

i dont think that cow milk helps in increasing height....... it helps strenghten your bones... but i don't think it increases them.... but you should check out some informative sites to be more sure.... according to me it doesn't..

Apparently, drinking milk along with sleeping at least 8 hours and swimming can increase a child's growth potential because it affects the open gaps between the bones that close during adult years
If you can, grab Nestlé Milk, as I heard that is one of the best types of milk for aiding growth.
