UpBux Closes...Why?

Today when I tried to get on UpBux, it came up with a message posted by the admin. saying that they had too much money in Paypal, which had limited their account, so the site would not be able to run. I know that many PTC sites have, at one time or another, had issues with Paypal. However, it doesn't seem like UpBux has put in as much effort as other sites like Palmbux, which battled for 2+ weeks to fix it, or Neobux, who asked their members for donations so they could continue making payments until everything was fixed. That makes UpBux seem a little suspicious, especially since they posted a forum topic saying they would continue on with or without Paypal. What do you guys think? Do you think they will ever be back if their Paypal account does get unfrozen? I personally think they could've done something like Palmbux and just frozen payments to Paypal until it was fixed or something...
