Growing and keeping grass/snow in Animal Crossing City Folk

I have had my town for over a year now and there just is not a hole lot of ground covering. It's been decribed as a dirt town, and that's not far from the truth. I have bought all the flowers everyday for the last 4 months and planted and watered them and very little has grown. I created a walking path that I stay on when I go around town so I don't stomp it away. I have planted trees. Yet all the pictures and videos I see they all have really nice grass. :(
Any advice?

From what I've read it takes a very, very long time to really get any grass back. The only thing I've read is that you need to plant lots of flowers and keep them growing and watered and eventuallly at some point you'll start getting grass back.
I think the animal tracks feature is one of their worst ideas yet.
